Tender for the A483 Four Crosses Underpass 2010

- Scheduled to take place in August - September 2010 -

Background & Context

Arts Connection on instructions from Powys County Council is managing a community ‘created’ piece of public art at Four Crosses / Llandysilio for a new pedestrian underpass which forms part of the A483 Four Crosses highway improvement scheme.

The Welsh Assembly Government are constructing a new section of road to the west of the village of Four Crosses, and includes a four arm roundabout connecting the A483 with the B4393.

The Four Crosses Improvement includes a pedestrian underpass to provide a safe means of passage for pedestrians and cyclists, instead of crossing the new road. The underpass connects the Church to the village, provides a connection to the bus service and also forms part of the Offa’s Way Footpath diversion.

The pedestrian underpass measures 4.0m x 2.4m high and 15m in length and will be constructed of precast concrete box units.

At the end of 2009 Arts Connection carried out a consultation with the community of Llandysilio to gather information about what themes and designs they would like to see as part of the artwork. From this an artistic brief and basic design was agreed upon. The artwork itself will be made from mosaics.

Brief

To work with the project team to map out a detailed plan and budget for creating the artwork.

The artist will be expected to create the work with the involvement of the local primary schools and some open days involving the community of Llandysilio.

There will be 3 phases to the project:

Phase 1 – August 2010 – Meet with project team to plan the project – expected artist input ½ day - 1 day per week involvement

Phase 2 – September 2010 - Consult and start engagement with schools in promoting the project – expected artist input 1 -2 days per week involvement

Phase 3 – October 2010 – Create the artwork – expected artist input 4 – 5 days per week involvement

The artwork will be undertaken while the improvement scheme is still underway and the artist should be aware that they will be working in the middle of a construction site. The artist must be willing to undertake any health & safety training as directed by the site manager while working on the project.

Arts Connection will, where appropriate, provide a support worker for the artist.
